| Abstract: | With the reforms of economic and political systems in China further deepening, the number of the unemployed is rising continuously, which has become the outstanding problem influencing social stability and healthy economic development. In view of this, the local governments at every level have all formulated and implemented various policy measures to solve the problem of re-employment. Some of them have produced a market effect. Overall, the social employment pressure is still great and it can not be eased once and for all. Re-employment is a dynamic systems engineering. Among it, the market distribution of labour resources and the standardization and legislation construction of labour management are the important links guiding labour force towards rational flow and perfecting the social employment system. |
