Abstract:The authors consider how and what the Human Resource function contributes to the strategic success of firms by utilizing measures of a firm's "soft-side" functions. Using a modified version of the Balanced Scorecard, which the authors call the Business Scorecard the authors explore measures of HR and workforce success. The authors contend that the only meaningful "HR Scorecard" is one that enables HR to score on the Business Score-card. It is essential that the HR function be assessed on its deliverables, using simple outcome measures such as the improvement of workforce mindset, competencies, and critical behaviors. It is equally essential to ensure that line managers be held accountable on these same workforce attributes in order to deliver the workforce necessary to make the firm's business model a reality.
