Abstract:This paper explores the level of market work per person of working age in OECD countries. The levels are notably different across countries and there have been some major changes in the last four decades. This pattern can be only partly explained by taxes. Alesina et al. (2005) support the explanation stating that the link among strong unions, generous welfare and social democracy indicates high tax rates and pressure in favour of work-sharing in response to adverse shocks. However, the experiences in Scandinavian countries do not follow this story. In stead of work-sharing, the Scandinavian trade unions use wage restraint in order to maintain employment.
