| Abstract: | During the period of transition from planned economy to market economy, enterprises' management has undergone a course from being production management-oriented to production operation and management-oriented and then to capital operation-oriented. In scientific research management, however, the model under the planned economy is still used. So the transformation of scientific research management is near 20 years behind that of enterprises' management. In view of this, we should shift it from being simple scientific research management-oriented under the planned economy to scientific research operation and management-oriented under the market economy. Such a shift will involve the objective, concept, input, process and output. |
