Abstract:The author argues that the international prisoner's dilemma explanation of "new protectionism", based on optimum tariff and strategic protection arguments, is not valid. Another explanation for the widespread phenomenon must be found. Trade barriers should be interpreted as the result of domestic special interest lobbying. This is an intra-national prisoner's dilemma problem as single industries always have an incentive to seek protectionist rents, but the country as a whole is worse off with protection.
