Abstract:The economies of Eastern Europe expect to gain major improvements in economic efficiency through the transfer of state enterprises into privite sector hands. This form of privatization seems likely to prove a disappointment. Whilst appropriate to Western Europe, it is unsuitable for the major enterprises of Eastern Europe. Contrasting the economic conditions, which have underpinned privatization programmes in Western Europe, with those currently prevailing in Eastern Europe, the author concludes that the absence of certain factors that were critical to the speed and relative success of privatization in Western Europe will seriously hamper the success of those programmes which simply copy the Western model.
