Abstract:China's "incremental reform" was formed under the initial conditions that the leading group was changed and the economic situation was deteriorating seriously. As the system regulations and organizational system which the reform depends on in its operation is traditional and in terms of personnel system, "the lifetime system" for both the government officials and the workers of state-owned enterprises is practiced, the reform has not proceeded smoothly. The above factors also decide China's strategy of economic reform, that is, interests inducement, interests compensation and interests substitution. This strategy is implemented by the following tactics: 1.pushing the reform, starting from the easiest one, 2.removing the barriers in reform by "interests compensation", 3.deducing market relations by "dual price system", etc..
