| Abstract: | First, Sichuan province will speed up its system reform in an effort to realize the reformation of enterprises assets according to the principle of "accelerating the development of large state enterprises and gradually giving up small state enterprises". Second, it will reform the state assets managing system according to the principle of "separating the functions of the government and enterprises" and then establish a management, supervision and operation system with responsibilities and powers defined. Third, it will also establish inspiring and restraint mechanisms suiting socialist market economy. Fourth, it will develop capital market to expand the channels for financing in a bid to promote the reformation of enterprises' assets and the shift of business mechanism by financing directly from foreign investors. |
