| Abstract: | The target of the reform of state-owned enterprises is to change the backward situation that state enterprises attach themselves to the government's administrative organs, drawing lessons from the west under the system of mixed economy in the property management system of enterprises. The difficulties in reform lie in the government itself. To push forward the reform, the government's functions should be separated and shifted, and its organs simplified. To do so, the central unified leadership and planning should be stressed instead of being driven by interests. Besides, obeying order should be stressed too. Otherwise, the problem of reforming state enterprises can not be solved and the government itself also has the danger of collapse. |
