Abstract:At present, the gap between the state-owned enterprises with supperiorities and ones operating at loss is widening obviously. The situation that quite a number of state enterprises lack flexible mechanism, have low economic returns and too heavy burden, has not been changed, on the contrary, it has taken a turn for the worse. The in-depth problems are as follows: merging government administration with enterprise management into one and dislocation of functions, the government's directly intervening enterprises which makes them unduly depend on the government, the unclear responsibilities in management, which has led to the drain of state-owned assets and etc. Measures to be taken are to establish a modern enterprise system, to accelerate the structural adjustment, to develop large-sized enterprises and to push forward enterprise merger.
