| Abstract: | The contents of the reform to be carried out at present are : 1. deciding the subject of the state's investment 2. pursuing the system of corporate investment responsibility 3. practising the capital sum system for invested projects, 4. changing the model of macro control over investment. The author expresses his views on the reform of investment system and the related problems. After more than ten years' reform, a pattern of pluralized subjects of investment has been formed, but their behavior modes are different. It is good to adopt different investment and financing modes for different projects, competitive, basic or public welfare, but it is difficult to operate. Besides there exist some problems in the dividing of policy-oriented financing and commercial one and the setup of policy- oriented financing system. |
