| Abstract: | To promote the establishment of the basic economic system, common development of various economic sectors based mainly on public ownership, we must make efforts to set up a supporting system suited to it. To this end, we should do well the work in the following four aspects at present: 1. updating concept and giving "national treatment" to the various economic sectors ideologically; 2. changing the government's function conscientiously according to the need of market-economy management; 3. formulating fair, just and open policies, laws and regulations governing market with a view to invigarating national economy overall; 4. establishing a strict operating mechanism ensuring the unimpeded issue of the government decrees and scientific management by using the advanced managerial technology and means. |
