| Abstract: | In 1998 the reform of state-owned enterprises won initial success by a breakthrough in the elimination of deficits and the increase of profits. The reform of the pattern of financial macroscopic readjustment and control of the central bank as well as the reform of its internal administrative system forged ahead toward general adoption of the market principle, the framework of modern financial system being formed. The reform of the system of housing, grain circulation, free labor protection medical care and investment and financing under the administrative examination and approval were comprehensively implemented. In 1999 we should strive to carry out the reforms of modern enterprise system, financial system, organizational structure system and personnel attrition in the central government. |
