| Abstract: | To eliminate the phenomena of misuse of power, we must create a social and political environment favourable to building an honest and clean government, establish a power-restricting system with supervision by the masses as the principle and a correct social basic values. Besides, we should establish a system restraint line of defence with a view of making power exercisers place themselves in the system environment of "not dare to, being unable and unwilling to overstep the line". In the near future, stress should be put on giving more freedom to opinion supervision, within the legal scope. At the same time the necessary system should be established to guarantee officials' property and the government's decision-making course more transparent and rectify the deviation in mechanism depending on socialist democracy. |
