Abstract:China's reform can be carried out progressively. The entry of nonpublic economy in large amount is not the necessary condition to start the reform and maintain growth. However, with the advance of the reform, the reform of property rights and the formation of a competitive property right market have become an inner requirement which accords with the logic of progressive reform. The progressive reform pattern has universal meanings. The ownership structure, in which state-owned economy occupied an overwhelming superiority, and the monopolistic production structure existing in transitional countries before the reform will not become initial conditions which are not compatible with progressive reform. Differences between progressive reform and radical reform are relative.
