| Abstract: | A thorough and deep understanding of the historic evaluation and reality in China's primary stage is available only when both public and non-public business are regarded as the economic basis. The non-public economy also needs continuous development. At the current stage, it is obvious that the economy of non-public ownership does not under the out-of-time basis. In stead, as the same as the economy of public ownership, it should be under the socialist economic basis served by superstructure. The service includes permit support, fostering, encouragement and guidance and supervision, management and necessary restriction as well. |
