Abstract:Regulation not only includes behavior rules and organization mode, but it also contains the special mode formed by cultural structure Discussing regulation mainly lies in its economic meaning. The only meaning of regulation existence is its coordinate criteria-efficiency, which determines the effective space of regulation existence be located on the equilibrium point of regulation demand and supply. Therefore, regulation is "alive". With the support of analysis on law of marginal efficiency diminishing, the conclusions: efficiency of any regulation appears diminishing tendency on a certain point; if only repeated games are permitted, regulation efficiency can not be zero.Regulation is not allowed to transcend the utmost, but it is permitted to look for a efficient point,keeping a status of low efficiency.
