| Abstract: | The leading problems are lack a whole strategic arrangement, a relative set of system, available control measures, restriction mechanism and supervisor system. The suggestions on deep-reform are to real carry out division of public corporations and the main investment bodies, improve government departments' supervisors on investment acts, enhance the central government's control and make up guarantee system for project's benefit. |
