Abstract:Crime statistics in transitional Russia are misleading, due in part to unreliable pre-reform data, shifting incentives to report crime, and changes in the legal and economic mechanisms. Economic crime was pervasive, though widely underreported, in the former USSR. Reform has altered the typical types of economic crime, from crimes such as speculation and currency violations, to crimes more directly affecting individuals and to tax evasion. The total amount of economic crime may well be lower during transition than it was in pre-reform Russia.
