Abstract:The changes in the intensive degree of factors of finished products for export are different from that in the intensive degree of factors of manufacturing industry's output over more than ten years since reform and opening up. The labour-intensive products in export have increased continuously while the capital-intensive products have decreased continuously. However, the intensive degree of factors of manufacturing industry's total output is developing towards capital intensifies. They are attributed to the deviation emerging in the combination of trade policy with industrial policy. It is unfavourable to the long-term development of China's trade and industry. So their combination aims at protecting and developing "marginal" capital intensive products while developing and exporting labour-intensive products.
