Abstract:Existing problems in the adjustment of industrial structure include the unbalance in stock structure, difficulty in the transformation of the mode of economic growth towards the intensive type, and the paralleling expansion in the distribution of government investment, which deviates from the original intention of favouring bottleneck industries. The poor condition of natural endowment of production factors and the small coefficient of replacement are harmful to the effective flowing of stock capitals. The adjustment of industrial structure doesn't correspond to the economic system. There are lags in the development of tools of industry policies. The strategic adjustment of our industrial structure should, first of all, take market demand as its guidance in order to stimulate a beneficial cycle within basic, pillar industries and leading industries
