Abstract:According to the internationally adopted standards set by the Department of Commercial Affairs of U.S.A. for defining high technology products, China holds no comparative advantage in all 10 fields of high technology industry in the world. Evident problems exist in China's high technology industry are: small scale and irrational structure; backward technique and weak innovation ability; severe deficiency of investment; lack of good system; shortage of talents; irrational arrangement; lack of favorable system; shortage of talents; irrational arrangement; lack of favorable system; shortage of talents; irrational arrangement; lack of the support and the protection from law and policy. China's basic tactics for developing high technology industry are as follows: reinforcing leadership, straightening out structure; and so on.
