Abstract: | At present, China has entered the high unemployment stage. In 1998 the actual number of unemployed came to 13 to 15 million and in 1999 it is estimated to reach the peak since the founding of the People's Republic of China. Now the employed population accounts for 56 per cent of the total. Judging by the mean of the world population, we can only provide 600 million jobs, which is 100 million shorter than needed. The faster the State-owned enterprises reform, the more workers will be laid off, which indicates that China should devote its major efforts to developing labor- intensive industries and try to develop and use human resources so as to increase the employment rate. |
