| Abstract: | The production structure should be regulated depending on enterprise facing to and research on market at first. Enterprise should be a leading parts of structural regulation. Second,we deal with the proportion relationship between the infrastructural investment and industrial upgrade,keep a certain investment on infrastructure while increase investment proportion on tech-advanced and new high-tech industries, turn the upgrade of industrial content to the tech-system, build up enterprise innovation system,promote enterprise to enlarge the tech-exploiment with the policy guidance, heighten the quality and industrial upgrade. |
