Abstract:There is a chance today for a more orderly development of the world's hydrocarbon resources, which will reduce the risk of repeating the oil crises of 1973 and 1979 and the 1986 price collapse. Mechanisms are available which can meet effectively the legitimate aims of all. The most likely trends of supply and demand for petroleum in the 1990s are as follows: a rise in overall demand of only 1-2 p.c. a year; a marked shift from fuel oil and coal to gas; increasing costs to meet more stringent safety and environmental regulations; difficulty for USSR in maintaining oil export levels; marked acceleration in investment in energy efficiency and conservation.
