Abstract:The major aim of indigenisation policy was economic independence with the ownership, management and control of Nigerian enterprises in indigenous hands. This paper argues that Nigerian elites (notably members of the Nigeria Chambers of Commerce and Industry, the Manufacturers' Association of Nigeria as well as the military rulers and bureaucrats) mobilized for the indiginisation of the economy. However, the increased shareholding envisaged for Nigerians through indiginisation policy was not accompanied by effective managerial and technical control of the indigenised enterprises.
