Abstract:This paper has a special bias towards one region of the world: Sub-Sahara Africa (SSA), defined for the purpose as all African countries excluding the Arab North. Since all but six of Africa's 52 countries are in Sub-Sahara Africa, the terms "Africa" and "Sub-Saharan Africa" will be used interchangeably. The 20th century has not been kind to Africa. As we enter the 21st century, Africa's problems - both sociopolitical and economic - are such that it is condemned to the bottom of the list of continents entering the next century with anything to look forward to.
