Abstract: | The study presented here suggests that an epistemic community may arise in the reflective period of policymaking following a crisis. The article analyses the response to the developing world crisis of the early 1980s. The author tries to answer the question: "Why, in the face of a common threat to the international payments system, did the policies of the industrial state converge?" The author argues that the answer is found in the power capabilities and shared political purpose of the United States and Britain. |
