| Abstract: | By concentrating on the functional aspects of the evolution of cooperation and arguing that arrangements are generated to solve common problems, analysts have tended to downplay the distributional conflicts between states and the impact of power asymmetries on conflict resolution. This study explores questions pertaining directly to the dynamics of bargaining over the internal market, the impact of power politics on these dynamics, and the nature of the institutional choices ultimately agreed to by the EC members. |
