Abstract: | Major revisions in the Electricity Enterprises Act, the bsic "constitution" that governs Japan's electric power industry, took effect on December 1, 1995. The revised legislation provides for the opening up of the electric power generation market, the streamlining of safety regulations, and important changes in the way electricity rates are set. The legislation marks a watershed of deregulation in an industry that, for more than 40 years, has been dominated by 10 power companies operating with virtual monopolies. |
