Abstract:The United States has submitted a proposal to the Uruguay Round that would start a process to achieve international harmonization of rules of origin. The proposal covers three broad areas: efforts to work towards the harmonization of rules of origin; procedural rules to govern the application of rules of origin; and principles to govern the application of rules of origin; all these are discussed. But consistency does not prevail. If rules of origin are not trade neutral, there is enormous risk that they will be skewed in the direction of protectionism, thereby subverting the established system of international trade.
