| Abstract: | The reasons for the widening gap in income are as follows: the irrational profit level between industries, the irrational price parities between industrial and agricultural products, the unfair distribution of resources among state-owned enterprises, no unified tax burden, no actuarial right of decision- making, heavy social burden , serious drain of state- owned assets, serious tax-evasion and a large amount of extra-budgetary funds. The measures to be taken are to prefer various financial systems, strengthen management and establish the systematic adjusting system. |
