| Abstract: | During the 10th 5-year-plan period it is proper to appropriately readjust the policy of macro-distribution, making the macro-distribution in favor of the public finance and enterprises and trying to keep the national economic growth rate at 8 percent. To reach the rate the investment level needs to be a little higher than that of the domestic savings, which is suitable for attracting foreign funds and can guarantee the steady growth of employment. The unemployment rate will only rise by 0.83 percent. It is more important that the growth rate can increase the resident annual disposable income by 5 percent on the average and at the same time partly solve the problem of lower proportion of the fiscal revenue and enterprise income during the 9th 5-year-plan period. |
