Abstract: | The reform state-owned enterprises shouldn't be restrained to "sales without purchase". At the time when all regions and departments through China are devoting themselves to selling their medium-sized and small enterprises, large and medium-sized state-owned enterprises should make full use of their advantages of scale to get certain achievements in the capital operation of inter-regional and inter-departmental acquisitions and mergers. Meanwhile, to help enterprises effectively solve the problem of funds in acquisitions and mergers, the government should adopt the following policies and measures: set up development funds for state-owned enterprises; tender guarantee for superior enterprises to issue special bond, lighten the tax burdens on superior enterprises and carry out reforming experiments of new taxation system; and so on. |
