Abstract:In the light of China's reality, the first task for government is to make clear the relationship of property rights,form real subjects of property rights which undertake responsibilities, and make the business performances of entrepreneurs connect with the increase in asset value. The second task is to create an environment for fair competition , stimulate the animation of enterprises and realize the survival of the fittest in competition. In such course, we shouldn't exclude favorable industry policies, but they are different from government's direct interference. "The five hundred top enterprises" or "the one hundred top enterprises" should be the outcome of free competition rather than the outcome created by men.
