| Abstract: | The "assault" stage of reform of state-owned enterprises means that in that stage, the hidden interest relationships including relationship between the state, enterprises and individuals will be involved while the issue of combining public ownership with market economy is settled according to the demand of clear property rights and system innovation. In the stage of "delegating power to lower levels and giving away profits", the task of reform of state-owned enterprises is mainly the internal reform. The external relationship will involve the adjustment of relationship between enterprises and the government and even the reform of political system to some extent. The reform has time- limit and the state-owned enterprises will be invigorated roughly within three years. |
