| Abstract: | To establish a new management system of national capital, which conforms to socialist market economy, the following must be done: property rights are clear and the functions of the government and the administrations of state-owned assets are separated. To this end, we should establish different management systems of national capital according to the functions of enterprises. Besides, we should change the present "tier-management" into "tier-possession" on the basis of properly adjusting the existing jurisdiction of the government at every level. In this way, the enterprises referred to as state-owned ones will be divided into the state enterprises and the enterprises under the local governments. Besides, as to the public service enterprises and the competitive enterprises, the management system targeting capital gain should be established. |
