Abstract:The little effects of the reform of state-owned enterprises in the past twenty years have their sources in the existence of contradiction between the train of thought for the reform and the intrinsic institutional characteristics of state-owned enterprises. (1)The separation of government functions from business management is opposite to the nature of state-owned enterprises; (2) The unbalance between the rights of state-owned enterprises' assets and corresponding duties of assets; (3) The maintaining of the present scale of state-owned enterprises is opposite to the value orientation of the market. These three major contradictions are independent of each other as well as closed related. The focus of solving the contradictions concentrates on the reform of ownership.
