Abstract:Profits and losses are not standards to judge state-owned enterprises. Under many circumstances, the goal of establishing state-owned enterprises is to make losses. The existence of some enterprises in fundamental sectors, which are beneficial to the national economy and people's living, is necessary in spite of their losses, for they play a role as "locomotive", bringing along the advancement of "compartments" (namely enterprises run by people), and thus help the national economy to grow at a fast speed. If the goal for the existence of state-owned enterprises is not to overcome the "bottleneck", these enterprises would be of no value even if they make profits, because in that way they losses the position of "locomotive".
