Abstract:A phenomenon deserving attention is the proportion of state-owned sectors' losses to the increased value of output had no obvious changes within the period of 1980 to 1996, while the proportion of state-owned loss-making enterprises kept rising up. Ownership is usually inculpated for the loss of state-owned enterprises, without considering the result of the loss-making pattern of state-owned enterprises. There are at least two aspects which can't be explained by ownership: (1)Losses in industrial sector are not confined to state-owned enterprises. (2)The losses of non-state-owned enterprises in certain industries are even more grievous. Therefore, the existence of state-owned enterprises' losses and their deterioration is related more closely to the industry itself.
