Abstract:State-owned enterprises around the world generally have the problems of administrative interference and low efficiency, and their essential crux are the same:they all adopt a set of closed policy system featuring anti-market, constrained by the status of being "state-owned". With great emphasis on fulfilling government's special functions, government's control over special state-owned enterprises and the premise that different types of state-owned enterprises should have different relations with the government, gradual and maximum "market principles adoption" are introduced into the relations between state-owned enterprises and government, management relation inside state-owned enterprise and the selecting system, allocation system, honoring system, training system and supporting system of managers, etc.
