Abstract:The four characteristics of the modern enterprise system, including clear equity, distinct responsibility and authority, scientific management and separation of the functions of government from those of the enterprise, are of extreme importance and we must fully understand and act in accordance with them. "Emphasizing the large" and "decontrolling the small" is a basic principle of readjusting State-owned economic structure. "Emphasizing the large" means we should make special efforts to develop well the 1000 dominant enterprises that the government has linked with. "Decontrolling the small" means that we will adopt effective measures to quicken their reform and development. We should strive to integrate reform, reorganization and restructuring with the strengthening of enterprise management.
