| Abstract: | Reform of the national enterprise has a earlier aim but a slow procession from the view of enterprise themselves. The leading income system from national economy is a balance system from the view of the government,and the core of success system is to ensure the government obtaining stable income and force the government for the benefits to promote the development of market , and create an essential condition for splitting the government and enterprise. The enterprise are flexible and out of the binding without government depending on the national economy, and become the main parts of market competition. |
