| Abstract: | The birth of "the first hand" in the national enterprise has not yet in harmony with market economy at present. The marketization of the birth of "the first hand" is a top priority of current enterprise reform. At first, the first hand would natural decline due to the need of market economy and decrease the market share of the national enterprise. Second, learn the way and experiences from developed countries enterprise. Third, build up encouragement and supervisor system additional to the marketizational system. Forth,obey the rule of "no using persons with doubted , and using persons un-doubted". |
