| Abstract: | The reform of China's state-owned enterprises was advanced by the third plenum of the 11th central committee of the party. From then to the third plenum of the 12th central committee was the first stage of reform which transferred down the rights to manage and administer, from then to the third plenum of the 14th central committee the second stage which transferred the rights to manage, from then to now the third stage which affirmed enterprises were the legal persons who owned their assets. In the future, the reform of state-owned enterprises should be oriented by the combination of adjusting the enterprises' distribution and establishing the system of of modern enterprises. |
