| Abstract: | The difficulties of the state-owned enterprises resulted from the sluggishness in reform and development. For shaking off the sluggishness in reform, the key lies with the government, i.e. with the serious practice to separate the government from enterprises, and with the quickening of the reform of personnel system in the economic areas. For shaking off the sluggishness in development, it is necessary to carry out restructuring and intensify the reforms in organization as well as capital structure. |
