| Abstract: | Economic pattern should be adjusted in strategic perspective, focusing on the key fields and important industries related to vital national economic sectors, concentrating on the sectors having social demands and no access to non-governmental economy, and converging to high efficient and predominant large-sized enterprises. Simultaneously, carry out strategic restructure, and concentrate necessary forces to run well the large SOEs, relaxing rules of management so as to active small SOEs. Additionally, reduce redundant personnel and increase efficiency, as well increase equity and decrease debts. Make the enterprises without competitiveness implement merger, bankrupt, and leave the markets. Cultivate excellent managers and promote matched reform. |
