| Abstract: | In the overall system of modern enterprise, SOEs are always in the special position. The key for bringing the role of SOEs in leading and controlling into full play is to make them decisive and to be capable minority. The existence of SOEs has relationship with the special social functions undertaken by SOEs. Therefore, the orientation of SOEs' reform is not to make all of SOEs to replicate the operational mechanism of non-state-owned enterprises. The ultimate goal of reform is to make SOEs become special enterprises. |
