Abstract:Feasible analysis concerning SOEs' difficulty alleviation in three years: (1)It is easier for low-loss enterprises to make up the deficits and get surpluses in the short run. (2)policy-related loss enterprises can achieve difficulty alleviation by moderately adjusting the product price or increasing financial subsidies. (3)As for enterprises that assets can not cover liabilities, depression alleviation of these enterprises can be achieved by merging, restructuring and bankruptcy, activizing the SOEs. (4)Other enterprises in a big loss should make their efforts to ease the depression level by specific instructions. Thus, in 2000 the percentage of large-and medium-sized SOEs in loss can be controlled below 28%, and the value of loss decrease 40% than that of 1997.
