| Abstract: | The gross value of loss of SOEs amounts to RMB 1.8 billion in 1996, RMB 29.3 billion in 1997, and increased to RMB 55.8 billion in 1998. Counter measures for that are as follows: (1)accelerate the pace of strategic adjustment of SOEs; (2) optimize the structure of state-owned capital, and perfect the system in terms of management, operation and supervision; (3)develop capital market and increase the percentage of enterprises' direct financing; (4)promote the circulation of state-owned stocks in the market; (5) strengthen the mechanism of encouragement and restriction; (6)decrease the number of personnel relying on government salary; and; (7)implement technical innovation project, and promote enterprise technical advancement. |
